This is the Prime Minister of Kurdistan, Nechervan Barzani at the grand opening of Standard Charter Bank in Kurdistan. The Bank has offices in the UB Plaza building where Jon works and so he and a few others were invited by "The Brothers" to the ceremony and reception afterwards. (No women) There was all kinds of security for the event because it was a big deal to have the Prime Minister come and speak.
